A Tower of Blocks and the Harmonic Series

 Can you build a tower of blocks so that the top block sticks out beyond the edge of the bottom block without falling over?  

Students enjoy trying this, and have very creative ways to achieve this goal.  This definitely encourages thinking outside the box.  

But if the blocks are all horizontal, and only one block touches the ground, similar to the picture shown, can it be done?  

My intuition says NO!
